New Community Authority

Tipp City’s New Community Authority is an economic development financing tool the city has been established to support major redevelopment in its Uptown area — especially the recently purchased Tipp Plaza, the former greenhouse property on West Main Street, and the Long Property at West Main Street and County Road 25A.

Under Ohio law (Chapter 349 of the Ohio Revised Code), an NCA is a separate public-private entity that can collect community development charges (similar to supplemental taxes/fees) from property owners or lessees within a defined district to fund infrastructure improvements and repay debt for those improvements. These charges can include real estate, sales, or other allowable fees tied to the development area and are used to finance public improvements or other agreed-to enhancements within the district.

The authority is governed by a Board of Trustees, with representatives from the city and developers, who meet on an as-needed basis.
